What the checklist covers

Examiners expect a bank to own the risk of every fintech partner program, from approval through exit. The checklist follows that lifecycle and the areas where bank and fintech reviews tend to focus:

  • Strategy and risk appetite
  • Partner governance and condition
  • BSA/AML, sanctions, and fraud
  • Consumer compliance
  • Marketing and deposit insurance
  • Complaints
  • Funds flow and recordkeeping
  • Information security and resilience
  • Subcontractors
  • Contract and exit planning
  • Ongoing monitoring
  • Board and exam readiness

A few items from the checklist

  • Strategy and risk appetite: liquidity and concentration planning for program deposits, including limits and how balances could move under stress.
  • BSA/AML, sanctions, and fraud: a written split of BSA/AML duties between the bank and the partner.
  • Funds flow and recordkeeping: a plan for the bank to reach account records if the partner or a middleware provider fails.
  • Subcontractors: concentration risk where several of the bank’s partners rely on the same provider.
  • Contract and exit planning: an exit plan, tested at least annually, that shows how customers, records, and funds would move to the bank or a new provider.
  • Ongoing monitoring: key risk indicators for the partner tracked against thresholds, with escalation when one is breached.

Count an item as Have it only if the evidence is in the partner file today. The scale on the last page tells you where to start. Your fintech partners can see the same review from their side with the free Sponsor Bank Readiness Checklist.
